Financial Resilience in Agriculture 2.0: Agricultural Insurance System Transformation Operational Framework provides a practical approach for moving from individual agricultural insurance market interventions towards country-led system transformation. It helps countries identify the changes needed to advance national public objectives, the actors best positioned to lead them, and the resources and coordinated actions required to make change happen.

Drawing on the UNDP's Financial Resilience in Agriculture (FRA) initiative's in-country experience and global evidence, the Framework places country ownership, leadership and accountability at the centre of agricultural insurance system transformation. Country-led solutions from Ethiopia, Tanzania and Uganda illustrate how the approach can be applied in practice, while providing a basis for governments and partners to align complementary technical and financial support around country priorities.
