Tax for SDGs Project Report 2022–2025

22 October, 2026

Launched in 2022, Tax for SDGs supported countries in strengthening domestic resource mobilization and aligning tax systems with sustainable development priorities. Implemented by UNDP, with the support from the Governments of Finland and Norway, the initiative worked across more than 25 countries to advance tax policy reforms, reinforce fiscal institutions, and support capacity development for more transparent and effective public finance systems.

Drawing on four years of implementation, the publication captures key results, lessons learned and country experiences, highlighting the contributions of both Tax for SDGs and the joint OECD-UNDP Tax Inspectors Without Borders (TIWB) initiative to advancing domestic resource mobilization and supporting country-led fiscal reforms.

The report also marks a transition towards UNDP’s broader Public Finance for SDGs agenda, anchored within the Sevilla Commitment adopted in July 2025 at the Fourth International Conference on Financing for Development (FfD4). Building on progress in domestic resource mobilization, this next phase links fair and effective tax systems with efficient, transparent public spending, while strengthening fiscal policy coherence across revenue, expenditure, and debt. By aligning fiscal decisions with national development priorities, countries can create the conditions to crowd in public and private investment for sustainable development, giving investors and citizens, confidence in a country’s direction.
