The Tripartite Agreement Programme Case Study ‘Developing Agricultural Resilience in Ecuador’ documents how this initiative helped establish Ecuador’s first parametric agricultural insurance solution to protect smallholder maize and rice farmers against drought and excess rainfall. The case study outlines the process of designing and implementing the parametric insurance product while strengthening collaboration across government agencies, regulators, the insurance industry and farming communities, including innovative approaches to reach unbanked farmers through direct cash transfers and mobile communication channels. It also documents steps taken to build the policy, institutional and financing foundations needed to bring the insurance solution to market. The lessons and practical experience generated through the project provide a model that can inform similar initiatives seeking to strengthen agricultural resilience and financial protection in climate-vulnerable countries.
