This report presents the main findings of UNDP’s inclusive insurance and risk finance country diagnostic for Bangladesh. It sets out key risks, the current inclusive insurance and disaster risk finance landscape, and recommendations to advance inclusive insurance, risk finance and development. 

Bangladesh’s key hazards include floods, tropical cyclones, drought and earthquakes. Microinsurance is offered by insurers and microfinance institutions, and index-based agriculture insurance pilot programmes have been launched, but regulatory guidance is lacking. Disaster financing comes mainly from humanitarian aid and no disaster risk finance strategy is in place.

Recommendations include developing enabling inclusive insurance regulations; facilitating distribution partnerships; and developing a comprehensive disaster risk financing strategy.
