A guide to designing inclusive insurance products and markets

UNDP’s Insurance and Risk Finance Facility (IRFF) developed the Inclusive Insurance Navigator to support insurers, distribution channels, and other stakeholders working to design and scale inclusive insurance products and markets. Entering this space can be daunting, costly and time-consuming. The Navigator brings together more than a decade of global lessons and condenses them into practical tools, methods, and examples that practitioners can apply immediately—regardless of their level of experience.

First published in 2023, the Navigator has been updated for 2025 with new guidance, expanded case studies, and a fully digital version, allowing users to navigate the content in flexible ways and tailor their journey to their context and priorities.
