In 2025, the United Nations Development Programme’s Insurance and Risk Finance Facility deepened its work embedding insurance and risk finance into public policy, strengthening local insurance markets and developing innovative solutions across 30 countries. 

To date, the Facility has advanced regulatory reforms in 13 countries and reached over 5,300 public sector and industry professionals through country level insurance and risk finance capacity building programmes. In 2025 alone, partnerships with governments and insurance industry actors delivered 4 sovereign risk finance products, reaching over 4 million people and 11 innovative insurance solutions benefitting over 250,000 people across 10 countries. 

The Annual Report also highlights UNDP’s ongoing commitment – through country leadership and integrated solutions - to closing the global protection gap and positioning insurance as a driver of development.
